
The Columbiana County Sheriff's Administrative and Civil Office is located at the
Courthouse in Lisbon, Ohio. Both offices are located in the basement of the
Courthouse, and the working hours are Monday through Friday 8:00 a.m. to 4:00 p.m. These

The Administrative Office has
five employees, which consist
of Administrative Assistant Amie Hartman, Technical Typist, Elizabeth
Price, Marilyn Wickline, Jennifer Tucker and Account Clerk Debbie Sinsley. Both the Administrative Office and Civil
Office are under the supervision of Sheriff Raymond L. Stone and Chief Deputy
Allen Haueter.
Three deputies are assigned to the Civil
Division, Sergeant Kenneth D. Biacco, Jr., supervises the Civil Division, along with
Deputy Wesley Smith and Deputy Michael Helman. The Civil Division takes care of all
Order of Sales due to bank foreclosures or failure to pay taxes. Properties are
appraised, advertised, and sold by the sheriff. All current sales pending
information can be found on the website, or anyone can stop in the office for a copy of
the sheriff sale list. Over 200 properties were sold at Sheriff Sale in 2003.
The Civil Division is also responsible for all Writ of Restitutions, Writ of Possessions,
Writ of Executions, service of papers, and court orders issued by the courts.
The Administrative Office works along with the Civil Office and are responsible for
processing subpoenas, summons, warrants, and court orders. Mailing out of summons for
petit and grand jurors are also the responsibility of the Sheriffs Office. Thousands
papers are processed and served through this office on a yearly basis. Payroll
for all employees, personnel records, vacation and sick leave is also maintained by the
Administrative Office. Fees for court service are collected from all courts,
disbursements for sheriff sales, and deeds are prepared by the Account Clerk.
